I think you and I know what it is... more talk and then nothing changes - the US response to bellicosity and brinkmanship has become too predictable - further emboldening our adversaries.
It is bad very bad. The message we are sending to the world is one that we are a paper tiger.
If I were a military commander, I'd always want the enemy thinking I'm a paper tiger. Easier eating, when the time comes to show my stripes.
