I watched the Orange County speech--it was webcast. Thompson deviated vastly from the written version you linked to and talked about much more than is included there. That is not a transcript, but prepared remarks published before the event.

You will note in Part 2, at about the 6 minute and 30 second mark, Thompson says exacly what CPB says he did.

I don't believe most Americans are as concerned about the 12 million that are here as they are about the next 12 million and the next 12 million after that. I think they're thinking: "Prove you can secure the border and then people of good will can sit down and work out the rest of it, while protecting those folks who play by the rules."
