You don't need a conspiracy theory to explain it. Below is actual text and actual signatories from an ad run in Congressional Quarterly and CQ Weekly by this coalition during last year's immigration debacle. Note that it includes a witches brew of industry associations (aka "K Street lobbyists"), immigration "advocates", and unions. All three have direct monetary interests in adding 20 to 50 million peasant laborers to the American population.

"Though no one wants to reward illegal behavior, we must find a way for these workers to come forward, make good on the past and participate in a program that leads to permanent residency and eventual citizenship."

The elites believe easy immigration keeps the cost of living low, and they consider the low COL a greater benefit than the harm of unbridled and unassimillated immigration.

Reasonable can obviously differ on the cost/benefit without need for conspiracy theories.
