The Declaration of Independence precedes the Constitution. The Federal Government is a mere Agent of the Sovereign States, and enjoys only such powers as they grant it.

Humor me with a single-word, "YES" or "NO" answer, rather than bobbing and weaving and re-tracing your steps.

A one word answer only, please. (None of this conditionalized "If he goes about it Legally" business, because that implies that Individuals do NOT enjoy Natural Rights; rather, Rights exist only insofar as they are "legally" defined by Governments).

One word only: YES, or NO. Then we'll proceed.
