Click on the 5 stars on the bottom. Be sure to click on the 5th one if you wish to give it “5 stars”, etc...

At the bottom of the story there are a line of stars. One has to select one of the starts.

However, I revisited Yahoo while logged out and noted that you have to be logged into My Yahoo in order to vote. Sorry! I hadn’t noticed since I am usually logged in and I didn’t think they would link Yahoo and My Yahoo.
