Not likely in this universe. This global Marxist daydreamer forgot to add the (very expensive)batteries that several "small" solar panels (each costing 15 years worth of the wages this African boy makes) never mind the cost of large batteries suitible for such a system, which would be a lifetimes wages.
The you would need a refrigerator to store medicines in, lights to read by, air condiioning to keep his patients alive, assuming they manage to survive treatment by a Cuban trained African boy who managed to get into UN style medical school with a UN quality garde 12 education.
Then, if that's not enough, all this "global warming" will cause Africa to be very cloudy and overcast most of the time, making those solar panels useless.
It's doubtfull it would matter anyways, because this "African boy" will probably have been killed or taken as a slave by the Jihadists ravanging the country, which nobody can stop because they took all the nations defence money and trained Cuban doctors with it.
