I did a little searching around and found that the fraternity was Delta Kappa Epsilon. Bush became president of the fraternity before he graduated.
I'd say that this is naive stupidity and not some sort of Skull & Bones plotting on Bush's part. He just doesn't seem to have understood that it is disastrous to pepper all your administrative bureaus with political enemies. He just doesn't seem to understand that a personal friend is not necessarily a political ally, or a suitable person to put into a position of trust.
It's one of Bush's greatest weaknesses. I would have said it was his worst weakness, until this immigration amnesty business and Law of the Sea Treaty business reminded me of an even worse weakness.
