SANTA ANA All of Orange County's large cities should follow the sheriff's department lead and train officers to do immigration checks in their jails, a grand jury said today.
In a report on Sheriff Mike Carona's new program that partnered with U.S. Immigration and Customs Enforcement, the panel said the cities of Anaheim, Santa Ana, Huntington Beach, Irvine, Orange, Fullerton and Garden Grove should have similar plans.
Carona won approval for his plan from the Board of Supervisors in March, although many civil rights groups were opposed to it because they feared it would lead to racial profiling.
Under an agreement with ICE, 14 deputies were trained to check the immigration status of inmates using federal databases. The plan also allows deputies to create a file on a foreign national and notify federal authorities that the inmate should be detained and possibly deported.
Costa Mesa already has one full-time federal ICE agent in its jail, which was spearheaded by Mayor Allan Mansoor after the sheriff's plan became public.
Anaheim has had a part-time federal agent since January, thanks in part to the sheriff's plan freeing up ICE agents, who had been working in the county jails. Police Chief John Welter, in a March memo, said he doesn't believe the city needs a full time agent because the current part-time officer is seeing the majority of people arrested by Anaheim officers.
Anaheim Councilman Harry Sidhu said he supports Welter's report and believes the system currently in place is working.
"I feel pretty confident that the amount of traffic we have in our city, our ICE agent is doing a fine job in our jail," he said.
But Eileen Garcia, an anti-illegal immigration activist, liked the grand jury's report,

Are we now to believe, like sex (formerly two sexes, now we have five), we have "invented" more races, so that the "new race - Hispanic, or is it Latino, is but another race that cannot be "profilled against"; only whites can NEVER be "racially profiled."

Yes, if society canât arbitrarily change the meaning of âraceâ then thereâs nothing to back up some folksâ arguments. Just like âgayâ doesnât mean happy anymore, âraceâ means anything from ancestral origin to how big your fourth toe on your left foot is. They bring up profiling because there’s absolutely no other argument to make their stand. Illegally crossing the border is a crimminal act, plain and simple. There’s nothing to support their argument there so they have to twist other insignifcant ideals such as this broad, though erroneous, definition of “race” around, no matter if it makes any sense whatsoever.
I said that the felonies began to be committed first for failing to return, then by using stolen documents to work, get driver's licenses, etc.
Under those conditions, one applying for a visa, green card, etc. would be refused as they are felons and may not enter the U.S. under any conditions.
Pres. Bush, the dimocRATS, and the RINOcRATS are declaring that felons do not need ever to be punished for their crimes, so long and especially if they are illegal aliens. This is perverting the entire Constitution -- when the rest of us in society see this happening on such a massive scale (12/20 million) then why would we ever have respect for ANY law? If I or any of my peers presented a policy package even remotely like your COMPREHENSIVE immigration policy....you would have been fired on the spot, given no retirement benefits and escorted out the door by a security guard. As far as the military arena,,,,you would have been laughed at and chatised daily with impunity in officers mess.
We do not want a Great Society 2 with some latin Lord Jims spitting on us and estorting our money that will flow down a rat hole like Great Society 1.

If the immigration reform bill currently under consideration becomes law, it could lead to major political realignment favoring the Democratic Party, studies suggest.
Although the Republican Party seemed to be gaining ground among Hispanic voters in 2004, it lost that momentum in the 2006 election, dropping from 40 percent of the Hispanic vote to 30 percent, according to exit polling data in a study by James G. Gimpel, a government professor at the University of Maryland.
Even in the 2002 mid-term elections Republican candidates got 38 percent of the Hispanic vote, the study said.

If the current proposal in the Senate to bestow limited legal status on approximately 12 million illegal immigrants in the country passes, within 10 years the Democratic Party would likely see a sizable increase in its voter rolls, according to Gimpel, who is also editor of the journal American Politics Research.
“This will shrink the GOP percentage of Latinos rather than enlarge it,” Gimpel told Cybercast News Service. “A vast majority of this population learn their politics as Democrats. Why? Because they’re poor. There are not a lot of skilled workers and not a lot of educated workers.”
But others contend that immigrants would not leave their values at the border.
“Hispanic immigrants are very conservative on social issue and entrepreneurial and conservative on fiscal issues,” Pedro Celis, national chairman of the Republican National Hispanic Assembly, said in an interview.
The Senate bill would provide conditional visas to illegal immigrants requiring a criminal background check on those already here, institute a temporary worker program, and give priority to immigrants with education and some English skills rather than to those claiming family ties.
The professor’s study concluded that if Republicans want to make inroads into the Hispanic community, “accelerating the flow of mass immigration is not only the wrong course of action, but it may stand directly opposed to what is necessary to make gains.”
Specifically, the political landscape could see major shifts in solidly Republican states such as Texas, Georgia and North Carolina, which already have large immigrant populations, Gimpel said. At a minimum, that would make these states far more competitive.
“Purple states will become blue, and the blue states will become even more blue,” he predicted.
Democrats attracted 69 percent of the Hispanic vote last year as the party took control of the House and Senate for the first time in 12 years, according to a Pew Hispanic Center study on voting patterns.
That’s a sizable increase from the 58 percent of the Hispanic vote the Democrats secured in 2004 and the 61 percent it got in 2002.
“Generally speaking, Hispanics are conservative on social issue,” said Gabriel Escobar of the Pew Hispanic Center in a statement. “However, there are often wide differences among Hispanics depending on nativity, education, and other factors. U.S.-born Latinos are not as conservative as their foreign-born counterparts, for example.”
A Pew 2004 survey of Hispanics showed 52 percent believe abortion should be illegal in most or all cases, while 42 percent believe it should be legal in most or all cases.
At the same time, Hispanic voters surveyed were split 45 percent to 45 percent on whether the government should pass a constitutional ban on homosexual marriage. The rest were undecided.
Furthermore, 48 percent of respondents in the Pew survey said the U.S. government made the wrong decision going to war in Iraq compared to 39 percent who agreed with the move.

Ultimately, however, Hispanic respondents said none of those issues would define who they chose to vote for. Most put an emphasis on jobs, education and health care when weighing their vote.
“The dominant interest among these folks is economic interests,” Gimpel said. “They are concerned about their basic needs.”
Still, Celis is optimistic that Republicans could easily succeed in reaching out to the immigrant population.
“These are not people predisposed to vote Democratic from their values,” Celis said. “If they vote Democrat, it will be because they perceive the Republican Party as anti-immigrant. It’s not automatic. What they do depends on what the parties do to reach out.”
