Enforcement was included in the earlier bill but Kennedy et al struck it before implimentation because then as now they controlled the House and Senate. Kennedy is happy for a reason ... this represents in his mind the death of the republican party.
Moderate Pubbies and Dems are reading this all wrong. I was talking to my wife’s Uncle today. Died in the wool Liberal. Sees this bill as amnesty and doesn’t like it. Not happy at all with his party.
