It's up to us.
There is only one silver lining to this cloud. A Z-visa can always be revoked later. And once the illegals register for such, we can use the Z-visa to identify them and put them on a bus back to the border.

People who admit to using controlled substances at any time in their lives can be refused admission to the United States.
Now, does the Z visa supercede the controlled substances rules or not? I just bet there's a dope killer clause in the legislative proposal that lets the dopers in.
