Perhaps Bush could gather support if he allowed us to pay $5000 and then get a refund of all the taxes we paid in the last five years.

Nobody has seen the text of the bill, but from Bush's press releases it sounds like they will pay only $1000, not $5000, for a Z-visa. Most people, including MSM, have only heard the Bush talking points.
