Aside from the fact that this should piss off all of the dem supporters (evil tobacco); cutting off all unskilled and in particular crop-picking labor would provide a possible entry into a new lucrative area for U.S. entrepeneurs. Machinery that harvests crops like tomatoes and even lettuce have been around for a long time, but nobody bothered because of the cheap labor. The technology is there to cleanly and efficiently harvest crops mechanically. This opens up a completely new area of engineering and marketing to someone in this country with the drive to do it.
Oh, wait! I forgot that American companies have been purposely draining (read firing) our intellectual resources in favor of cheaper engineers in India and China for fun and profits so I guess that this really benefits India and China and I suppose the executives of those "american" companies.

Unless the language has been removed from the previously passed immigration bill (which I doubt) this bill will also increase the number of H1B visas from its current level of 65,000 per year to 400,000 per year.
Glad I spent my GI bill on an engineering degree...
