Forgive me if my memory fails - it seems to do that more often than not - but wasn't Bush 41 once a congressman? (I concede he wouldn't have been the last one) Or perhaps I'm thinking of Gerald Ford, though he was not on the ticket to be either veep or POTUS when he served in both posts.

Right in both cases, but certainly not when (in 41’s case) he ran for president (he had been CIA director by then), and in Ford’s case, he was never elected veep-—he was appointed. My point is that to get through the primaries and prove you have support in many areas of the country, you need name recognition far, far beyond that which a congressman has. I can’t even think of too many in the 19th century. J.Q. Adams was in congress after he was Pres., and most of the other guys had at least served as governors.
