The fact is that since the Johnson Administration, the efforts of the Federal government in controlling the flow of illegals have been lackluster to nonexistent, whether Democrats or Republicans have been in the White House. There are a number of reasons, such as mindless, bleeding heart compassion, employers (often GOP contributors) wanting cheap labor, and the potential that Democrats see of turning the immigrants and their children into reliably liberal voters.

Keep in mind that after tough restrictions were placed on immigration to the United States in 1920 until about 1965, the Federal government that was far smaller in those days was nevertheless able to keep out illegal immigration rather effectively. Some may have sneaked into the country, of course, but their numbers were small. You will find very few Americans, other than the extremely elderly or small pockets of recent immigrants here and there, who speak the languages of Italy or Eastern Europe.

Assimilation and Americanization worked for the children and grandchildren of Italian, Polish, Jewish, Greek, etc., immigrants, virtually all of whom were legal. It can work for Hispanics, but only if the non-law abiding, i.e., the illegals, are compelled to leave the country and new immigration is effectively stopped.

They're not raiding and prosecuting employers because they (that is ICE, the White House, the restaurant and meat packing trade associations, etc) approve of illegal immigration and amnesty for illegals.
