Well, I can't speak for the entire world, but I would say Here, in the West, right about the time mothers started seeing their babies as lumps of flesh to be suctioned/scraped or dismembered to get rid of them and fathers stopped seeing it as a duty to kill anyone who caused harm to their children.

Roughly the decade following the end of WW2 or as I call it, the beginning of the end of Western Civilization.

Which strangely enough also coincides with the wildfire growth of communism in the west.
