When the system is sort of functional it might be a bad idea to make large changes. Besides that, are world leaders, if any, better informed on anything but opinion of their advisors? How many can do matrix algebra on their own, an indication of technical competence, even multiply two matrices? Of those who can do matrix multiplication, there is not one I know of I would trust to make any world decisions, and that goes double for enviros who want to be scientists but can't do basic math.
