I'd bet that's because the NorK and Iranian warhead designs are not as lightweight as the Russian ones. It takes a lot of development to get from a nuke that works to one that is light enough to package on a missile. Look at the size of Little Boy and Fat Man versus modern warheads.

Interesting... the last time I spoke with my Iranian and Pakistani sources I was told that Iran has already completed a total of six "uranium bombs" ~ when I refered to them as nukes, the Pakistani smiled and corrected me and once again said they were "uranium bombs".
The problem I was told was that these "uranium bombs" were too heavy.
