Yes it is indeed and the people pushing this KNOW it is unconstitutional.
Like marriage to a noncommital man, the Constitution (marriage license) is just a piece of paper to the Communists (Demonrats).
The only possibility is that states cannot enter into contracts or compacts with other states without consent of Congress. This Congress, however, would probably approve, but I don’t know if the Presidents approval would be neededas well.
