The language in the Constitution is the power to declare war. The only way you can declare war is by using that phrase and identifying the target of the war. That is how it was done in the past (War of 1812).

Go read the Constitution, Article 2 Section 2 and I quote “The President shall be Commander in Chief of the Army and the Navy of the United States, and of the militia of the several states, when called into the actual service of the United States...”

The rest of the time the military is governed by Congress’ Article I Section 8 powers. The Congress provides for the calling out of the Militia to enforce the laws of the nation, suppress insurrection, etc... Remember, at the time of the Constitution there was little or no standing army, just the state militias. If the President were always CIC then there would be no need for the Congress to be given all that authority. The whole point of the Constitution is that the President can lead a unified campaign during war, but that one man doesn’t have his own army standing behind him all the time.

Because good men have died in all and those that return are eligible for membership in the Veterans of Foreign Wars. Be a man, don’t let Congress off the hook on something as stupid as the language involved in authorizing wars where good men and women pay the ultimate price of war.”

You bet they were wars, UNCONSTITUTIONAL wars. People who fight and die in American service deserve veteran benefits and the benefit of not being sent to die in an improperly declared war.

Oh, I get it now, you can't understand English. Second language?

Two different thoughts here friend, the first is a declaration: "“The President shall be Commander in Chief of the Army and the Navy of the United States.." End of story there, the POTUS is the CIC of the Army and Navy.

The second phrase is conditional meaning the POTUS becomes the CIC of the "militia of the several states" when they are called into service.

Now that's the end of the Constitutional Lesson for today. I would suggest you spend some time reading explanations of the various clauses in the US Constitution because you're understanding of the document is woefully inadequate.
