Wiggle room. I don't know that the call happened. We would like to know if it happened. What if a call was made that said to use the tornado in Kansas? If Greenburg was not the specific subject of the conversation, it is one of those "meaning of the word 'is'" things.

Or maybe she initiated the call to Dean, looking to find a way to exploit the situation for political gain.
