They should have included a ban on the ACLU from filing law suits against the city.

You got that right... I wouldn't be surprised if it is that same judge that denied Citigroup summary judgement against one of their credit card customers that rang up $15,000 in unpaid charges.

Reason judge gave was some bs about Citigroup not notifying the defendant in Spanish that he had to show up to defend himself in court.

I'm sure Mr. Spanish speaker had no problem filling in the credit card application or whipping out the card to pay for stuff here in the U.S.A. I guess this thief thought Citigroup had a $15,000 "gift" bank account all set up just for him and that it wasn't expected that he had to pay the bill.
