Even if Giuliani was a passionate advocate of the 2nd Amendment instead of a passionate opponent, he still wouldn't have been able to change NYC firearms laws.
At no point in his mayoralty did he have the backing of more than 30% of the City Council.

And also called for more federal gun control laws. Spoke at VPC rallies. And sued gun manufacturers.
So that's moot.
