Even if Giuliani was a passionate advocate of the 2nd Amendment instead of a passionate opponent, he still wouldn't have been able to change NYC firearms laws.

At no point in his mayoralty did he have the backing of more than 30% of the City Council.

I note that in another forum in a discussion of this speech, one Rudiphile wished that there would be no more discussion of this topic by saying—no kidding—”I am sick to death of it.”

Rudy, however, tightened the screws on permit holders and forced thousands of them to give up their weapons. And also called for more federal gun control laws. Spoke at VPC rallies. And sued gun manufacturers.

So that's moot.

Even if the very best thing he could do was to NOT make things worse, he failed.
