I'm confused.

If it reads.

"On June 1, children will have to stay in the safety seats until they are at least 8 years old or 4 feet, 9 inches tall."

Doesn't that mean once they hit 9 years old the law doesn't apply to them.

What am I missing?

Actually, if interpreted correctly, they should be out by 8 years old.

“Until they are 8 years old”, to me means when they turn 8, no more booster seat.

It looks to me like you have to be 4’9”. And they have to be in them until they’re 8 regardless of height. It is written in an odd way.
