You're right. Brits are used to thinking of their royalty as something special, and to the Queen as someone who deserves their deference, and rightly so. However, W. in this case is both a head of state and her majesty's host, and so different rules apply. She can't make the POTUS kowtow with a "frosty glare," nor should she be able to.
