“radical” - I’m presuming the applicable definition here would be “favoring or resulting in extreme or revolutionary changes, as in political organization”, which with Giuliani embracing ideals antithetical to published GOP party stance and his considering himself “mainstream GOP”, it seems “radical” would be the correct word to employ.
“liberal” - I’m also presuming the definition as applicable here would be “holding, expressing, or following political views or policies that support civil liberties, democratic reforms, and the use of government power to promote social progress” with an emphasis upon the latter portion of that clause, which Giuliani has both demonstrated and opined is the duty of government and the duty of citizens to that government. In light of that definition and Giuliani’s stated position, it’s entirely fitting “liberal” would be associated with Giuliani.
So, in the strictest of definitions, Giuliani can safely be labeled a “radical liberal”.
