The Council of Nicea codified what the Church had believed and taught since the beginning. Those who preceded the Nicene Council believed what it codified in language that was clarifying and in a catechistic form for memorization and teaching purposes. Nicea did not change anything. It ratified what the Church believed since the Apostles. Interesting. The earthly headquarters of my Lord and Savior is Jerusalem, not Nicea.
