When a person “warns of unrest”, they are generally making blatant threats of violence.
Any common person would certainly be arrested for such statements.

Sego sounds like she is plagarizing Marxine Waters of Watts, CA., "No justice no peace", just before the most recent riots in Los Angeles when half of her district and half of the rest of LA went up in flames.
