It's even worse than that. No mention of how many of the estimated 1 million unlicensed drivers are thought to be illegals. Many just can't afford car insurance. So to jump from "unlicensed drivers are responsible for 21% of fatal accidents" to "a driver in a fatal accident is 21% likely to be an illegal" is not logical. The article didn't even say that he was unlicensed.
