The modern, that is current, Virginia Constitutional provision on the RKBA reads:
That a well regulated militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defense of a free state, therefore, the right of the people to keep and bear arms shall not be infringed; that standing armies, in time of peace, should be avoided as dangerous to liberty; and that in all cases the military should be under strict subordination to, and governed by, the civil power.

VT didn’t spend the $$ to enforce their abridgment of legal self-defense by citizens, therefore, they are culpable for the damages caused by the perp.
Actually, he's a Libertarian, and he is up front about it. I wonder how many freepers would be outraged at his views that prostitution should be legalized and that drugs should be either decriminalized or legalized (I don't recall which he's in favor of).

Like it or not, libertarian sensibilities inform plenty of conservative agenda items. How many Freepers know that? Plenty of them do. Does that mean we have to buy the whole package? No, but it should help us understand our own values and how they should be reflected by government - i.e. where the line should be drawn between majority rule and minority rights.
