I'm bookmarking it to read, rather than skim, later.
There are over a trillion barrels of recoverable oil in Colorado oil shales (compared with 289 billion in conventional oil in Saudi Arabia), with new technology available so that Colorado wouldn't have to be strip mined to get it.
Shell is confident that it can recover shale oil with the price of West Texas intermediate oil at around $25 a barrel.
But they need some sort of tax protection against oil price volatility.
Maybe I got that right.

When Parachute, Rifle, Battlement Mesa boomed and busted in the early ‘80’s there was enormous loss of savings and investments. A word to the wise: rent your house around the shale patch.
