No time table, no pork and whatever “benchmarks” it contains will be unenforceable because they will be far to ambiguous. In sports parlance Bush just threw a one hit shutout against the left and struck out 15.

They were forced to totally strip the timetable out as well as the majority of everything else they wanted leaving only these meaningless benchmarks in so they could at least TRY to claim a partial victory.
