Sorry kabar, I really disagree with you on this. After the veto please let them try it again and again and again with pull out dates attatched.

Impoundment is not spending the funds appropriated by Congress. The discussion we were having had to do with the President’s ability to move funding around from one appropriation to another, e.g., take money allocated for the Navy and use it to fund the Army.
