I am a retired USG bureaucrat with 36 years service [DOD and the State Department]. That just isn't the case. You don't have that kind of flexibility.
If GWB believes an appropriations bill will limit his or any other Presidents ability to wage war, he will veto it regardless of the consequences.
I doubt it. He signed McCain-Feingold despite having reservations about its constitutionality.
You can count on that. GWB isnt interested in saving face or doing what is PC, if so, he would never have invaded Iraq. It held only the potential of political problems for him from the start.
Bush is a realist and pragmatist. He will do whatever is necessary to get the troops in Iraq funded. He will compromise and he will try to put a good face on it. The Dems will do the same thing. Neither side can afford to be seen as the loser.
“Shoot Bush” tee shirts were made available as well. I understand that these shirts are being hawked by Daily Kos and the other Neocom web sites.
Oh, I completely agree. My post didn't make it clear, but I was sympathizing with Nixon, who was forced to try to put a good face on something he had no power to stop. Once congress cut the funds for the war, he had no power to do otherwise.
That's why I say the dems are trying to make the Iraq war just like Vietnam--by cutting off funds and forcing us to abandon our allies there.

The executive has an “unallocated” fund that is built into the budget. He will move some of those funds into Defense to continue funding for Iraq and the Neocom Senate knows it. That is why they will rescind their call for a pull out date and start talking about Iraqi “Benchmarks” after the President Veto’s the Bill.

I agree. Based on past evidence, it was clear to me that the Dems would never respond positively to any Republican president. I was sure they would take everything Bush gave them and then stab him in the back, which, of course is exactly what happened.
Apparently President Bush had had some success with the Dems in Texas, and he thought the same reasonable approach would work in Washington. Though no one's perfect, but he should, IMO, have absorbed this lesson at least four years ago, and changed his expectations accordingly.

Right, and those helicopters were rescuing US diplomats, US civilian contractors, and Vietnamese allies. For some reason, the myth is out there that the US was fleeing from the North Vietnamese and that these were our combat troops who were being airlifted off of the roof of the Embassy. It is portrayed as some ignominious military defeat. We were long gone from a combat role in Vietnam, i.e., over two years.
