It actually isn't Bush's fault that our well-coiffed governor took donations from the company that manufactures the new drug that can (we hear) prevent some forms of cervical cancer. Neither was it President Bush's fault that our governor sent out a decree that all schoolgirls in TX, ages 11 and over would be required to take the drug.

Thank goodness that the gov of TX has very little power. He can"decree" all day long, but unless the "decree' is passed by both Texas Houses, it will never happen.

In this case, the measusre failed.
