This was predictable ... darn it!
An oversimplification I know, but this is what we facing with the current crop of analysts at CIA, FBI, etc.
One group looks at Salmon Pak and says "we have no evidence that Saddam approved the construction of this facility and therefore can't connect him to the terrorists training there. Containment is working."
On the other hand you have a group that says, "He is a stinking dictator you idiots. You don't take a dump in his country without the government knowing about it. Salmon Pak exists only because Saddam allows it to exist. Need to take him out."
