Who on earth is maintaining such lists; this is blatantly unconstitutional.

Who on earth is maintaining such lists; this is blatantly unconstitutional.

Well, from some Googling based on some old memories about such a list, it turns out that in one of the nuisance lawsuits by left-wing municipalities, the City of Chicago sued the BATF to release its "multiple sales record" database. (The NRA filed an excellent amicus briefing opposing this release.) The court ruled in Chicago's favor, and then it appears that the city decided to abuse that release by giving the list to this CAGE unit to be misused to harass gunowners.
