The Kansas bill would prevent local governments from pre-empting CCW with more restrictive rules. It would esatablish a uniform statewide carry standard. And it has nothing to do with what happened at VA Tech.

I hope it would also keep a university from overrding state law. Remotely, such a Virginbia law would have allowed some of the VT victims to be armed.
