Children should be seen and not heard. In the case of ugly children, sent to work in coal mines!

The younger years of Girl Scouting aren't nearly as PC-laden as the older girls' program. You just have to pick your troop (based on the individual leaders) with care. I recommend finding a troop as far away from an urban center as possible. Find a group that camps.

I was a Girl Scout in southern AZ and volunteered with a Brownie troop that was led by a darling gal named Molly - a stay-at-home mom, the wife of a cotton farmer. Oh that troop had fun! They were expert firebugs and outdoor cooks, bless their hearts. They knew some knots and knife safety. The type of activities were much more like a Cub Scout Den than girly scouts. Then one day a council rep from Tucson showed up and essentially fired the troop leader, for "not being the kind of role model we're looking for." Meaning, not urban enough. If you can find a leader like Molly, your daughter will have an awesome time in scouts.
