The Rudyites are very fond of saying that Rudy believes in the law; however, he attempted to seize power by using a tragedy as an excuse — the same method employed by dictators throughout history.

I remember this story. It fell apart a few days later. They may have looked into it very, very briefly, but rejected it quickly as politically impossible and practically unwise, with all the other opportunities out there for him at the time.
