Which it was from 1787 until 1973, apparently without ill effect. Right. They had brains back then enough to know that no state had the right to kill it's citizens without charging them with, and convicting them of, a capital offense.

In my fair state of Alabama it will take one election cycle at most to kick the baby-killing reprobates and their gruesome "clinics" clean across the border.
