Would you throw a rock while an officer holds a gun on you? Why would someone do that? This guy won’t do it again.

He decided that since the agent in front him was pointing a rifle at him he would hit the agent sitting in the truck. That’s my theory. That seems to be the way these people think.

If you are not allowed to fire, then a firearm is just a meaningless fashion accessory.

The Mexican threw a rock because he felt confident that the officer would not respond by shooting, but would instead retreat

Because they are dummer than the rocks they like to throw. Cr@p like that happens EVERY DAY on the border. Dumbazz swims the river and thinks there are nothing but wimps on the north side. Had one tell me from the u.S. levee that I had to leave so he could get his 10 wets far enough in to catch a ride. I was standing there holding an AR15 and he actually thought he could just tell me to leave! I yanked the charging handle and picked up the round and threw it at him yelling for him to take a little souvenir back to me-he-co.

So, near as I can tell, yes, they really are THAT stupid.
