You know—that was really the first thing that I thought: Who can get by on $800 of electricity per year? Where do they live? What do they live in?
I spend around $1500 on electricity for a modest-sized home, but that’s without any effort to minimize the electric bill. If we made an effort to always turn out lights when they’re not really needed, switch to all or mostly compact fluorescent bulbs, not leave the TV on when nobody’s watching, hang the laundry out to dry instead of using the dryer, and set the a/c thermostat higher in the summer, I expect the household could be operated on $800. And many Americans DO make those efforts.
