Until he becomes a “citizen”, he is not “of the People”, as in “We the People” and “the RIGHT of the PEOPLE to KEEP and Bear Arms SHALL NOT be INFRINGED”.
He is a visitor in our Nation ONLY and his presence is only due to our gracious hospitality.
