Re your later comment, not sure exactly who you're referring to as a "conspiracy nut." I see no conspiracy (not part of some Al Qaeda plot), but I do think it's legitimate to ask whether someone who takes time to emblazon his arm with an Islamic reference before committing a terror attack is motivated by Jihadi intent.
