My take on the news conference with the Police chief and the University administrator is that they decided that this was a random act and felt that the University should not have been locked down. Two hours went by with no plan to protect the students. Sounds to me like they did not want to bring any unnecessary attention to the first shooting by using that time to do some damage control. This could be bad publicity for the University! Time will tell the whole story but it sounds typical. Lets not talk about the exit doors in the building chained from the inside.
