Sounds almost as if the shooter did the deed in the dorm as a distraction - to draw all the police and security away from the place he knew he was really going to do damage - Norris Hall. The deliberate chaining of the doors to Norris Hall leads one to conclude that the shooter had this well choreographed to achieve maximum surprise and maximum damage.

It's entirely possible that chaining doors was a precautionary measure to lock out a shooter ... campuses routinely have practice scenarios that deal with this type of situation. Columbine, and more recently, the campus killings in Montreal (this past year) have put colleges on alert.
If the other buildings on campus didn't follow a similar lock down procedure then your comment may have validity.
