Because it may not be over. It depends on the motive. They may be afraid of a "conspiracy".

You are exactly correct. If this is a conspiracy, then, a lull would be correct for more carnage.

I imagine they’ll send employees home, but not sure I’d call it an evacuation. I seriously doubt they’ll take all students off campus. But word out of Burruss is that it’s over. I hope so.
