Any idiot would have had armed personel at each and every building on campus as soon as it was realized that the perp got away after the first two murdered bodies were discovered.

What if they had eyewitnesses reporting the gunman drove off the campus at a high rate of speed?

Obviously an instant campus-wide lockdown on a 2600 acre campus would not have been reasonable for a single incident in which two people were shot. However, given the many benefits of rumor control, and the fact that the perp was still uncaught and unidentified, there’s really no excuse for it having taken over 2 hours to even get a brief advisory e-mail out to the entire university community WITH A RACE/GENDER/SIZE/CLOTHING description of the shooter. Had it gone out in a timely manner, it’s quite likely that reactions would have been different from the students who reporting hearing shots and thinking at first that it was probably construction noise, and the students in the classroom where the largest massacre occurred after the shooter had first “peeked into” the classroom at least twice.

Immediate campus-wide lockdown was not indicated, but immediate campus-wide state of heightened vigilance certainly was and wouldn’t have been hard to put in place.
