For getting people out, yeah, you can do that. Now what happens to the thousands of students coming onto campus? They end up milling around, and now you’ve got, eh, say 15-20 thousand students and faculty and staff standing outside. If you’re worried about random shooting, or even (God forbid) a real terrorist attack, that’s a much BETTER target than if they were “locked” inside buildings.

yeah, except they are locked inside the building WITH THE SHOOTER. sure, I guess he could have opened fire into crowds milling around outside - but they would then scatter and run like hell in every direction.
