he had 2 9mm handguns, he could easily conceal those in a knapsack and just walk across the campus after the first shooting, to setup the 2nd rampage. so the police couldn’t easily identify him.

that is what I’m saying! Why wasn’t this man stopped before he killed 32 people? I just don’t understand and I think if I was a parent of a child there I’d demand some serious answer right away. This is horrific and beyond understandable!
He could’ve shot the first victim and then immediately bolted out of the dorm and lost himself in all the students moving around. Tech is a BIG campus, and if he got far enough away from West AJ by the time the police arrived, he could have enough time to get to Norris. The two buildings are on opposite sides of campus and quite far apart.

Were they trying to "Negotiate"?, Were the hiding behind a tree waiting for the perp to run out of ammo?
BILLIONS of dollars spent on federal subsidies to law enforcment for everything from Kevlar and m-16's to bomb sniffers and they cant take out a perp with 2 handguns?

I think they thought they had the shooter (the handcuffed Asian looking guy)...that’s the word that was being reported.
If they thought they had him, were they still on the lookout for somebody else?
